Headquartered in Santa Barbara County, CA, our portfolio spans mature onshore secondary recovery fields with decades of production history to developments within newly discovered and more complex reservoir horizons in light to extra-heavy oil extraction.

We are selective about what to pursue, focusing on assets where advanced engineering, long-term thinking, and responsible choices create durable value.

Philosophy

Founded more than 30 years ago by Stanford University-trained engineers, PCEC was built on a simple conviction: that the gap between a well-run energy asset and a poorly-run one is larger than most operators acknowledge.

Closing that gap through better engineering, tighter discipline, and longer time horizons is where real value lies.

That conviction hasn't changed across our decades of operation. It applies as readily to a mature field in California as to a new position in an emerging market.

Across all our activities, we strive to be the most thoughtful operator in the world.

Leadership

As a team, we bring close to a century of combined experience across petroleum engineering, financial management, and large-scale operations.

We’ve built things, bought things, and run things, in demanding regulatory environments and frontier markets alike.

We’ve worked in producing regions in North America, Europe, Asia, the Middle East and held senior roles at companies operating at global scale.

Our record spans field development and M&A on both operated and non-operated assets, capital structure and corporate governance through multiple market cycles, and the design, construction, and commissioning of complex offshore and onshore facilities.

Klaus Hasbo (CEO) trained as a petroleum engineer at Heriot-Watt University, one of the world’s most respected technical institutions, and subsequently built successful businesses across four continents. He has led transactions and technical operations at companies operating at global scale, bringing to every opportunity the same standards of rigor, patience, and care.

Travis Thomas (CFO) has spent two decades at the intersection of energy and real estate finance. Before joining PCEC he held senior financial roles at Ring Energy and Paradox Resources, where he optimized capital structure, tightened governance, and built the kind of financial infrastructure that lets operational teams focus on operations. He holds a BBA in Finance from the University of Texas at Austin.

Philip Brown (COO) has been building and running complex energy infrastructure for more than thirty-five years, including North Sea platforms with Shell and Kerr-McGee, large-scale facilities in China, and, since 2013, California operations with PCEC. He knows what it takes to make difficult things work reliably, in demanding environments, over the long term.
